Duties & Responsibilities
1. Responsible for oversight and maintaining of plant’s Safety, Environmental and Health (EHS) programs which can include Safety for General Industry, Air & Water/Wastewater compliance, Waste Management, RMP, DOT and EPCRA.
2. Drive EHS risk recognition and mitigation by assessing and communicating physical, operational, and regulatory risks related to EHS matters.
3. Maintains a strong working knowledge of federal, state, and local EHS regulatory requirements.
4. Plans and executes EHS projects as approved by Management.
5. Continuously monitors EHS programs to ensure safety and environmental control equipment are performing efficiently and meets plant standards and permit limits.
6. Investigates, resolves and follows-up on EHS incidents; hazardous material spills, air permit violations (including breakdowns, excess emission deviations and reporting), water releases, near-misses, etc. and communicates status to Management.
7. Conducts daily EHS spot-checks and critique of Safe Work Permit program, (Safe Work Job Safety Analysis, LOTO, Hot Work, Confined Space permits), routine testing, inspections, and daily work practices.
8. Ensures completion of EHS; compliance, monitoring, record keeping, reporting, continuous emissions monitoring system (CEMS) operation, and data acquisition and handling system (DAHS) routines and communicates status to Management.
9. Creates, coordinates, conducts, and documents employee EHS training as required
10. Coordinates delivery, clean-up and disposal of Hazardous Materials and Waste
11. Assists with internal audits, (record review; reports, testing, inspections)
12. Conducts additional Duties as assigned by Plant Manager/Program Manager EHS&R
13. Monitors and recommends action plans for new compliance regarding EHS regulatory changes that may/will affect the plant
14. Develop, implement, review and update EH&S procedures and policies
15. Assist in development of Plant Operating Procedures
16. Perform root cause analysis. Develop and submit lessons learned as applicable.
17. Responsible for timely delivery of all CEMS calibration gases.
18. Work with CEMS/DAHS OEMs to ensure monitoring software is working properly and coordinate modifications/upgrades.
19. Becomes familiar with basic knowledge of routine plant operations, gas turbines, water treatment and Balance of Plant systems.

Job Requirements
Minimum Education/Experience:
1. Bachelor’s Degree or higher, preferably in Engineering or Science is preferred. A combination of experience, training and education will be considered in lieu of a degree.
2. 2 Year of EHS, preferably in the power generation industry.
3. Familiar with OSHA/CalOSHA/Bay Area Air Quality Management District
4. (BAAQMD)/Department of Environmental Health (DEH) rules and regulations.
5. Ability to communicate effectively both orally and in technical writing. 6. Professional EHS certification (e.g., CSP, CHMM, CIH, REM, etc.) preferred.

Required Credentials: Valid Driver’s License
